IPRA's Parks & Natural Resource Management (PNRM) Section consists of park district professionals that either specialize or work in and around parks and natural resources. This is an event in cooperation with the Midwest Institute of Park Executives (MIPE), an affiliate of IPRA. Ken Kutska will present a program on the evolution of playground safety standards, their impacts on hazards and injuries, and unresolved safety concerns in the standards.

Evolution of ASTM Specifications for Playground Equipment
Ken will walk participants through the evolution of playground safety standards in relation to the development of the playground industry since the first written safety guidelines and standards. As playgrounds continued to evolve these new designs bring about new issues and concerns not previously being thought of by all concerned

Learning Objectives:
1.  Participants will understand the various periods of playground and playground equipment development as related to real hazards mitigation over the past 50 years.
2.  Positive Impacts of Playground Safety Standards: Identify and understand some of their positive effects to reducing serious playground injuries.
3.  Negative Impacts of Playground Safety Standards:  Identify and understand some of the negative effects to reducing serious playground injuries.

New Emerging Issues and Unresolved Safety Concerns at ASTM F15.29 Subcommittee
Ken will describe all the various unresolved Working Group Issues that F15.29 has been working on coming to some consensus for future standard changes for public use playground equipment.    

Learning Objectives
1.  Participants will be able to recognize the various types of play equipment and their related unresolved concerns that have yet to be addressed in the ASTM F1487-21 Standard, Section 8 - Equipment or Section 9 – Equipment Layout.
2.  Participants will be able to describe the specific unresolved safety concerns related to each playground equipment type including the pending mitigating performance requirements necessary to resolve those issues without creating a design restrictive standard.
3.  Participants will be introduced to the depth of knowledge required to conduct a public playground benefit versus risk assessment before a new playground plan gets approved or a new playground equipment type enters the marketplace.
